| The
primary function of a Metropolitan Planning Organization (MPO)
is to conduct continuing, cooperative, and comprehensive long
range transportation planning. This process involves identifying,
prioritizing, programming, and financing short and long-range
transportation improvement projects. The most important mechanism
utilized to complete this process is the development, adoption,
implementation, and regular update of the MPO's long range transportation
plan (LRTP).
State
and federal regulations require the MPO to prepare a 2030
update to its adopted 2025 Long Range Transportation Plan
(LRTP) by January 1, 2006. TEA-21, the federal transportation
legislation, as well as state regulations, also require the
consideration of several other factors in the plan update
process. The LRTP is a comprehensive transportation plan that
addresses more than highways and vehicular travel. Bicycle
and pedestrian mobility, transit and land use issues are major
components of the LRTP.
This
update differs from previous LRTP updates in that the MPO
will utilize an extensive visioning component to identify
a series of alternative land use growth scenarios. These scenarios
will form the basis for the county and the municipalities
to adopt a 2030 land use plan. Once the 2030 land use plan
is adopted, future transportation needs will be identified,
alternatives will be tested, and the plan update prepared.
Based on the interdependence of transportation and land use,
this project will result in a preferred land use development
scenario that best meets the vision for future development
in Indian River County as well as the set of transportation
improvement projects needed to accommodate future unmet travel
demand through 2030. |
